Donation Policy
1. Purpose
The Missouri Sheriffs’ Constitutional Firearms Alliance (MSCFA) is committed to operating with transparency, accountability, and integrity. This Donation Policy outlines the principles and procedures for accepting, receipting, and using charitable contributions in accordance with state and federal laws, including IRS regulations governing 501(c)(4) nonprofit organizations.
2. Legal Status
MSCFA is a nonprofit corporation organized under the laws of the State of Missouri and recognized as a tax-exempt organization under Internal Revenue Code (IRC) Section 501(c)(4). Contributions to MSCFA may not be tax-deductible as charitable contributions for federal income tax purposes. Donors should consult their tax advisors for guidance.
3. Donor Rights
MSCFA respects the rights of donors. All donors have the right to:

Be informed of MSCFA’s mission, programs, and how donated funds are used;

Receive appropriate acknowledgment and recognition (or remain anonymous if requested);

Request access to MSCFA’s financial statements and annual reports;

Expect that all donations will be used for purposes consistent with MSCFA’s mission and values;

Opt out of future communications or fundraising solicitations.
4. Acceptance of Donations
MSCFA accepts contributions in the form of:

Cash, checks, and credit/debit card payments

Online donations through secure, third-party platforms

Pledges and recurring gifts

Gifts of goods or services (in-kind donations) if aligned with organizational needs

Grants and sponsorships from individuals, businesses, or foundations
MSCFA reserves the right to refuse any donation that is incompatible with its mission, places undue restrictions on the organization, or comes from a source deemed inconsistent with MSCFA’s values or reputation.
5. Use of Donations
Unless otherwise specified by the donor and agreed to by MSCFA, all donations will be considered unrestricted and used at the discretion of the Board of Directors to further the mission, including:

Public education on responsible firearm ownership and constitutional rights

Community outreach and safety programs

Legislative advocacy efforts supporting Second Amendment protections

Operational and programmatic support of MSCFA initiatives
Restricted donations will be used only for the designated purpose and tracked accordingly.
6. Donor Recognition and Anonymity
MSCFA may publicly recognize donors through newsletters, event programs, online platforms, or donor walls. Donors who wish to remain anonymous must clearly indicate their preference at the time of donation or by contacting MSCFA in writing.
7. Donor Privacy

8. Receipts and Records
MSCFA will issue prompt written acknowledgment for all donations of $250 or more and upon request for lesser amounts. Records of all contributions will be maintained in compliance with applicable laws and auditing standards.
9. Political and Lobbying Activities
As a 501(c)(4) organization, MSCFA may engage in lobbying and advocacy efforts consistent with its mission.
10. Amendments
This policy may be revised by a majority vote of the MSCFA Board of Directors. Any updates will be communicated to donors and made publicly available.
